China: Government officials prohibited from receiving extravagant flower arrangements

China's ruling Communist Party has instructed officials to cut down on government waste by implementing new regulations: Expensive alcohol, cigarettes, and gourmet meals will no longer be allowed at work-related events; officials will not be allowed to see off guests at airports; and conferences will no longer include extravagant elements.
